ILIGAN CITY — Thirty-one former New People's Army (NPA) fighters have commenced participation in the Enhanced Comprehensive Local Integration Program (E-CLIP) in Misamis Oriental, marking another step in the government's efforts to reintegrate armed group members into mainstream society.
The 11-day deradicalization and capacity-building initiative launched this week in the region, targeting individuals who have renounced armed struggle. The program represents part of a broader national strategy to support the return of former combatants to civilian life through skills training and social reintegration support.
E-CLIP is designed to address the underlying factors that drove individuals toward armed movements while equipping participants with practical skills for employment and community engagement. The program combines educational modules with livelihood training tailored to local economic opportunities.
The initiative in Misamis Oriental follows similar implementations across other regions where the NPA maintains or maintained presence. Officials have emphasized the importance of coordinated local and national efforts to ensure successful reintegration and prevent recidivism among former rebels seeking to rebuild their lives.
