ADHD diagnosis no excuse for insensitive remarks toward PWDs: lawmaker
A party-list representative representing persons with disabilities has pushed back against the use of an ADHD diagnosis to justify derogatory comments, saying the condition does not absolve individuals of responsibility for their words.

MANILA — Rep. JD Castro of 1PWD Party-list has taken issue with the invocation of Attention-Deficit/Hyperactivity Disorder as justification for making disparaging remarks about persons with disabilities, asserting that a medical diagnosis cannot excuse insensitive speech.
Castro's statement came after a podcast host attributed insensitive comments to ADHD, citing the condition's known effects on impulse control and cognitive filtering. The host characterized persons with disabilities using derogatory language in an earlier episode.
While acknowledging that ADHD can impact how individuals process and communicate thoughts, Castro emphasized that persons with the condition remain responsible for their public statements and their potential effects on marginalized communities. The lawmaker stressed that having a disability or neurodevelopmental condition does not provide license to demean other vulnerable groups.
The incident highlights ongoing tensions surrounding disability representation in Philippine media and the need for greater accountability among public figures when discussing sensitive social issues. Castro's remarks underscore the advocacy community's position that medical explanations, while relevant to understanding behavior, cannot substitute for accountability and respectful discourse.
