The concentration of militant activity reflects a shift in the geographic distribution of global terrorism, with established conflict zones in the Middle East experiencing relatively diminished IS presence compared to previous years.

The surge in African terrorism operations has been driven by porous borders, weak governance in certain regions, and the strategic relocation of militant networks seeking to establish new sanctuaries. Several sub-Saharan African nations have emerged as particularly vulnerable to extremist infiltration, with terrorist organisations capitalising on local grievances and ungoverned spaces to consolidate territorial control and expand recruitment networks.

Security experts warn that the proliferation of terrorist cells across Africa poses significant risks not only to regional stability but also to international security frameworks. The decentralised nature of these operations, coupled with their increasingly sophisticated coordination, has complicated counter-terrorism efforts by governments and international security agencies.

International observers emphasise that addressing the underlying conditions fuelling extremist recruitment—including poverty, political instability, and sectarian tensions—remains essential for long-term counter-terrorism strategy in the continent.
