The Department of Budget and Management announced new accountability measures for the 2028 national budget cycle, mandating that all national government agencies must document and justify their decisions regarding regional development initiatives.

Under the revised guidelines, agencies will be required to submit detailed reports explaining any rejections, delays, or modifications to locally-proposed projects. This requirement represents a significant step toward making the budgeting process more transparent and responsive to concerns raised by local government units and communities.

The DBM's move addresses longstanding complaints about the opacity of budget allocation decisions and the perceived disconnect between central government spending priorities and the actual needs of provincial and municipal areas. Officials indicated the new rules are designed to create a clearer audit trail of decision-making and ensure that local development proposals receive substantive consideration at the national level.

Agencies will be expected to provide specific reasons for any project adjustments, including technical feasibility concerns, financial constraints, or prioritization decisions. The guidelines are expected to be implemented in the comprehensive budget preparation process for fiscal year 2028.
