Alaminos City imposes strict rules on junk shop operations

ALAMINOS CITY, Pangasinan — The city government has moved to regulate the junk shop industry through stricter operational standards aimed at protecting public health and safety. City Ordinance No. 2026-12, passed by the Sangguniang Panlungsod on August 11 and approved by Mayor Arth Bryan C. Celeste on October 21, establishes mandatory compliance requirements for all junk shop establishments within city limits.

The ordinance requires junk shops to meet specified environmental, sanitation, and safety standards in their day-to-day operations. The regulations target a sector that has previously operated with minimal oversight, seeking to minimize potential risks to surrounding communities and workers in the industry.

Under the new rules, violations carry financial penalties ranging up to P5,000. The tiered fine structure is designed to encourage compliance while providing enforcement mechanisms for city authorities overseeing implementation.

The move reflects growing concern among local government units in the region about informal waste management and recycling operations. Similar regulatory frameworks have been adopted in other municipalities as cities grapple with balancing economic activity with public welfare concerns.
