Andhra land titling scheme falls short of reaching poor: CPI(M)
The state's Pedalaku Pattabhishekam programme has benefited only a fraction of intended poor households, leaving the majority without promised land title benefits, according to Communist Party of India (Marxist) analysis.

The Pedalaku Pattabhishekam land titling initiative in Andhra Pradesh has failed to deliver on its promise to uplift the state's poorest citizens, with coverage remaining limited to a small section of the target population, the CPI(M) alleged on Wednesday.
Ch. Babu Rao, speaking on behalf of the party, criticized the programme's implementation, stating that the vast majority of poor households remain disappointed after being excluded from the land title distribution drive. The scheme, aimed at providing formal land ownership documentation to economically disadvantaged groups, has not achieved its intended scope, he said.
The Pedalaku Pattabhishekam programme, launched to address historical land ownership disparities and provide security to marginalized communities, appears to have encountered significant operational or administrative constraints that have restricted its reach. The limited beneficiary base raises questions about the effectiveness of the distribution mechanism and the adequacy of resources allocated for the initiative.
The CPI(M)'s critique underscores ongoing concerns about the equitable implementation of land reform policies in Andhra Pradesh, with advocates arguing for expanded coverage and more inclusive distribution protocols to ensure the poorest segments of the population gain access to formal land rights.
