Antique diocese calls for Just Transition plan for Semirara coal island

MANILA — The Diocese of Antique has appealed to the Department of Energy (DOE) to adopt a Just Transition Roadmap specifically for Semirara Island and include it in the Philippine Energy Plan. The call was made following a community gathering of residents in Caluya town, underscoring growing concern over the impact of energy sector transformation on the coal-dependent island.

The diocese emphasized the need for a structured transition strategy to facilitate the shift toward renewable energy while ensuring that workers and communities dependent on coal operations are adequately protected. A Just Transition Roadmap would establish timelines, support mechanisms, and alternative livelihood programs to guide communities through the energy transition period.

Semirara Island, located off the coast of Antique, has long been a significant coal-producing region. As the Philippines accelerates its renewable energy agenda and addresses climate commitments, coal-dependent areas face particular challenges in adapting to economic and industrial shifts.

The diocesan appeal reflects broader concerns from civil society and religious organizations about equitable energy transition in the Philippines. Including Semirara in the national energy plan with dedicated transition provisions could serve as a model for managing similar transitions in other coal-reliant communities across the country.
