Karnataka Chief Minister Siddaramaiah has credited Article 371(J) of the Indian Constitution with transforming prospects for youth in the Kalyana Karnataka region, one of the state's most economically disadvantaged areas. The special constitutional provision, which grants certain developmental privileges to the region, has emerged as a key policy tool for addressing long-standing regional disparities.
The Article 371(J) framework provides dedicated reservations and economic incentives designed specifically for Kalyana Karnataka, comprising six districts—Ballari, Belagavi, Bidar, Kalaburagi, Koppal, and Raichur. The provision enables preferential access to government employment, educational institutions, and developmental schemes tailored to accelerate growth in these historically under-resourced areas.
Khandre emphasised that the constitutional safeguard has created tangible pathways for local youth to pursue education, secure employment, and establish enterprises within their home region. The mechanism aims to reverse migration patterns by ensuring competitive opportunities remain accessible to Kalyana Karnataka residents without requiring relocation to developed urban centres.
The state administration has signalled its commitment to leveraging Article 371(J) as a cornerstone of its regional equity strategy, positioning the framework as essential to achieving balanced development across Karnataka's diverse geography. Officials indicate that targeted implementation of the provision continues to unlock opportunities previously unavailable to youth in the region.
