ASEAN develops legal framework to translate climate commitments into action
Regional policymakers are establishing legal foundations to ensure ASEAN's climate goals become concrete, measurable and implementable across member states. Legal experts say robust frameworks are essential for turning international climate pledges into enforceable domestic policies.

ASEAN is moving to establish a comprehensive legal framework that will enable member states to effectively implement their climate change commitments, according to legal scholars and policymakers working on regional environmental governance.
Dr. Le Truong Son, Rector of Ho Chi Minh City University of Law, stressed that a strong legal foundation is critical for converting climate objectives into tangible outcomes that can be monitored and evaluated. "Law should provide the foundation for translating climate goals into concrete, implementable, monitorable and assessable actions," he said.
The framework-building effort comes as ASEAN seeks to balance environmental sustainability with economic development across the region. Member states have increasingly recognized that without clear legal structures at both regional and national levels, climate commitments risk remaining aspirational rather than actionable.
The initiative addresses broader regional priorities, including strengthening ASEAN's digital economy framework to facilitate cross-border business and efforts to reposition Southeast Asia competitively in global value chains. Regional leaders have also called for stronger legal mechanisms to combat cyber crimes and transnational scams that threaten business confidence and economic integration.
ASEAN member states are expected to continue developing implementation mechanisms and enforcement provisions to ensure the climate legal framework delivers measurable environmental and economic benefits across the region.
