Automatic EPF annuity with opt-out option proposed for Malaysia
A licensed financial planner has suggested adopting an automatic annuity scheme for Employee Provident Fund withdrawals, similar to Singapore's model, to provide Malaysians with guaranteed retirement income while maintaining flexibility.

KUALA LUMPUR — A new approach to managing Employee Provident Fund withdrawals could offer Malaysian retirees a more sustainable income stream compared to the current lump-sum withdrawal system, according to financial planning experts.
Rajen Devadason, a licensed financial planner, has advocated for an automatic annuity scheme that would convert a portion of EPF savings into regular retirement income, following a model successfully implemented in neighbouring Singapore. Under such a framework, fund members would receive guaranteed monthly payments throughout retirement rather than depleting savings through lump-sum withdrawals.
The proposed system would include an opt-out provision, allowing individuals who prefer alternative withdrawal arrangements to forego the automatic annuity if they choose. This flexibility aims to balance the security of predictable retirement income with personal financial autonomy.
Experts suggest the annuity approach could address concerns about inadequate retirement savings among Malaysian workers, as many deplete their EPF balances shortly after leaving employment. By institutionalising regular income payments, retirees would be better protected against outliving their savings.
The proposal aligns with broader discussions in Malaysia's financial sector about enhancing retirement security and ensuring greater financial stability for aging populations. Policymakers have increasingly scrutinised retirement income arrangements as workforce demographics shift toward an older, more dependent population.
