Bangladesh must build cyber policing capacity with robust legal safeguards

As cybercrime proliferates across Bangladesh, law enforcement agencies face mounting pressure to develop specialized capabilities to combat digital offences. However, authorities must simultaneously establish comprehensive safeguards to ensure that cyber policing operations do not infringe upon citizens' fundamental rights and privacy protections.
The expansion of digital infrastructure and internet usage has created new vulnerabilities that criminals exploit for fraud, extortion, data theft, and other offences. Bangladeshi law enforcement agencies currently lack the technical expertise and specialized units required to investigate complex cybercriminal activities effectively. Building institutional capacity requires sustained investment in training programmes, recruitment of skilled personnel, and acquisition of advanced forensic tools.
Cyber policing powers, however, must be exercised within a clearly defined legal framework with independent oversight mechanisms. Without proper safeguards, enhanced digital surveillance capabilities could enable misuse against journalists, activists, and ordinary citizens. Bangladesh's existing legislation governing cybercrime must be reviewed to ensure it balances law enforcement needs with protection of freedom of expression and privacy rights.
International best practices suggest that effective cyber policing combines specialized training with transparent accountability structures, regular audits, and judicial oversight. Several countries have successfully implemented such models, demonstrating that robust law enforcement and civil liberties protection are not mutually exclusive. Bangladesh must adopt a similar comprehensive approach as it strengthens its cybercrime response capacity.
