Bankers' panels directed to track SC beneficiaries in employment schemes
India's banking regulators have asked state and union territory-level committees to systematically report data on Scheduled Caste beneficiaries under job creation and loan subsidy programmes. The directive follows concerns raised by the National Commission for Scheduled Castes over the lack of monitoring mechanisms.

State-level and Union Territory-level Banking Committees have been instructed to begin reporting comprehensive data on the proportion of Scheduled Caste beneficiaries accessing employment and loan subsidy schemes, according to an advisory issued by banking authorities.
The directive addresses a significant gap identified by the National Commission for Scheduled Castes, which highlighted its inability to assess banking sector performance in implementing SC-focused welfare initiatives. The Commission flagged that existing State-Level Banking Committee (SLBC) and Union Territory-Level Banking Committee (UTLBC) review reports lacked the granular data required for effective monitoring and accountability.
Banking committees across states and union territories are now required to include detailed breakdowns of SC beneficiary participation in their regular review reports. This data will enable the National Commission to track progress and ensure compliance with constitutional mandates for social inclusion in credit and employment opportunities.
The move underscores growing emphasis on data-driven governance in India's financial sector, particularly regarding the implementation of affirmative action and inclusive lending policies. By institutionalizing reporting requirements at the state level, regulators aim to create transparency and strengthen oversight mechanisms that have previously operated without standardized metrics.
The advisory is expected to enhance accountability among banking institutions and provide policymakers with evidence-based insights into the reach and effectiveness of SC-centric financial programmes across India's diverse states and union territories.
