Banking fees explained: From ATMs to UPI, what Indian customers pay
As debate intensifies over new merchant discount rates on UPI transactions, Indian bank customers face a complex web of charges across multiple services. Understanding these fees—ranging from ATM withdrawals to digital transfers—is essential as regulations evolve.

Indian banks levy charges on a wide range of services beyond the headline interest rates and account maintenance fees that customers typically monitor. These hidden costs accumulate across routine transactions including ATM withdrawals, cheque processing, SMS alerts, and fund transfers, often catching customers unaware.
ATM usage remains one of the most visible charges, with banks charging customers for withdrawals beyond a specified monthly limit at their own ATMs and at competitor branches. Similarly, cheque-related services—from issuance to processing—attract separate fees, while SMS alerts for account transactions incur monthly or per-transaction charges depending on the bank and account type.
Digital banking has introduced its own fee structure. NEFT and RTGS transfers, which facilitate inter-bank fund movement, carry transaction-specific charges that vary by transfer amount and bank policies. The recent focus on UPI merchant discount rates reflects growing scrutiny of digital payment costs, with new regulations set to take effect from October 15.
The proposed changes to UPI merchant discount rates represent a significant shift in how digital transactions are monetized, particularly affecting small merchants and retailers who have benefited from zero-MDR policies. Banks and payment service providers are adjusting their fee structures in anticipation of these regulatory changes.
Customers are advised to review their bank's service charges schedule regularly, as fees vary significantly between institutions and account categories. Many banks offer fee waivers for maintaining minimum balances or meeting transaction thresholds, making account selection a critical cost-management decision.
