The Greater Bengaluru Governance Act, 2024, fundamentally restructured India's IT capital's municipal administration when it came into force on September 2, 2025. The reform dissolved the Bruhat Bengaluru Mahanagara Palike (BBMP), which had governed the city under the 2020 Act, replacing it with five separate municipal corporations and a pan-city coordinating body known as the GBA.

However, the transition has exposed a critical gap between administrative ambition and ground-level capacity. Despite the creation of additional wards under the new structure, the workforce remained unchanged, forcing the newly formed corporations to manage expanded jurisdictions with existing staffing levels. This constraint threatens the delivery of essential civic services across the sprawling metropolis.

The distributed governance model, intended to bring administration closer to residents, has instead created coordination challenges. Officials across the five corporations and the GBA have struggled to synchronise operations, with competing priorities and unclear demarcation lines hindering swift decision-making on infrastructure, waste management, and public services.

The implementation difficulties underscore broader challenges faced by Indian cities attempting large-scale administrative reforms. Experts suggest that adequate resource allocation and clearer operational frameworks are essential for the restructured system to deliver on its promise of more effective urban governance in Bengaluru.
