LEGAZPI CITY — The Bureau of Jail Management and Penology (BJMP) in Bicol is rolling out comprehensive preparations to shield its detention facilities from the expected effects of El Niño, focusing on water scarcity and extreme heat risks.
Jail Senior Superintendent Jose Gemelo C. Taol, BJMP Bicol regional director, announced the preventive initiatives following directives from the national BJMP leadership. The measures aim to ensure adequate resources and habitable conditions across the region's jail facilities as El Niño conditions intensify.
Water conservation protocols are being prioritized among the interventions, with detention centers implementing stricter usage guidelines to maintain reserves throughout the dry spell. Heat mitigation strategies are also being reinforced to protect the health and safety of both detainees and personnel.
The Bicol region, part of the country's vulnerability zone during El Niño episodes, regularly experiences water shortages and elevated temperatures during the weather pattern. Officials stressed that proactive planning is essential to maintain operational capacity and meet humanitarian standards within correctional facilities during the challenging period ahead.
