Bihar replaces 'fail' with 'skill eligibility' on board marksheets

Bihar's Education Department will amend its examination rules to implement the terminology change, which takes effect from the current academic session, officials confirmed on Saturday. The move aims to enable students who do not meet conventional academic thresholds to access skill training programmes offered through the Bihar Board of Open Schooling and Examination.

Education Minister Mithlesh Tiwary said the revised marksheets will carry the phrase 'Eligible for Skill Development' instead of the traditional 'Fail' designation. The department is expected to issue formal instructions to the Bihar School Examination Board shortly to execute the change across all board examinations.

Tiwary emphasized that academic performance on a single examination does not reflect a student's overall potential or aptitude. 'Students' talent does not disappear merely because they fail to secure the expected marks in an examination,' the minister stated. The government plans to offer special preparatory sessions lasting one month to Class 10 supplementary examination candidates to assist them in improving their performance.

The initiative reflects a broader policy shift toward recognizing alternative educational pathways and skill-based development for students who may struggle with traditional academic curricula. Officials said the measure would help retain students in the educational system and direct them toward vocational opportunities aligned with their strengths.
