MANILA — Anne Loraine Garcia-Marquez, chief-of-staff of the BIR Commissioner, expressed concern on Friday regarding the exposure of her agency's revenue officers' names during the impeachment trial. The concern arose when the defense team presented confidential Letters of Authority (LOAs) on screen for the court's review.
Garcia-Marquez, appearing as a prosecution witness, flagged the security implications of displaying the sensitive documents publicly. LOAs are official instruments issued to tax officials authorizing them to conduct tax examinations and investigations, and typically contain identifying information about assigned personnel.
The incident has drawn attention to how confidential government documents are handled during judicial proceedings. The exposure of individual revenue officers' identities could potentially pose security risks to personnel involved in tax enforcement operations.
The matter comes amid broader proceedings in the impeachment case, where both prosecution and defense teams have been presenting evidence and examining witnesses. The court has not yet issued any directives regarding protocols for handling similarly sensitive materials in future proceedings.
