Border integrity demands whole-of-government approach, experts warn

Border security challenges in Malaysia have evolved significantly, requiring a shift from viewing customs enforcement as a singular agency responsibility to recognising it as a comprehensive national priority. The convergence of false documentation, illicit goods trafficking, and emerging technologies such as artificial intelligence has created vulnerabilities that demand coordinated responses across multiple government bodies.

False declarations at entry points represent a persistent vulnerability in the border security system. Smuggled goods continue to flow across Malaysian borders despite existing detection mechanisms, indicating gaps in current enforcement capacity and coordination. The integration of advanced technologies, particularly artificial intelligence, into detection and monitoring systems has become essential as traffickers employ increasingly sophisticated methods.

Currently, border integrity operations rest heavily on the Customs Department (JKDM). However, security experts contend this framework is insufficient for modern threats. A whole-of-government approach involving immigration, police, intelligence agencies, and maritime authorities would provide more comprehensive coverage and faster response times to emerging risks.

The escalation of border security concerns reflects broader challenges facing Southeast Asian nations. Malaysia's strategic location makes it vulnerable to transnational trafficking networks, requiring enhanced inter-agency cooperation and investment in technological capabilities. Government officials have indicated growing recognition of these requirements, though comprehensive policy implementation remains ongoing.

Stakeholders emphasise that sustaining border integrity requires sustained political commitment and adequate resource allocation. This includes training personnel across agencies, upgrading detection infrastructure, and establishing clearer protocols for information sharing between departments responsible for different aspects of border security.
