Budget oversight committee remains idle as 2027 spending plan advances

MANILA — The joint congressional oversight committee mandated to monitor execution of this year's national budget remains inactive, raising concerns about fiscal accountability as the legislative calendar moves forward.

The committee, established under the General Appropriations Act of 2026, is responsible for assessing how government agencies are implementing the current budget. However, it has not yet held a single session, according to congressional records.

Meanwhile, the House of Representatives has already launched hearings on the administration's proposed P7.2 trillion national budget for 2027, advancing the spending plan through the normal legislative process despite the previous year's oversight body remaining dormant.

The failure to convene the oversight committee could hamper Congress's ability to identify implementation problems, budgetary inefficiencies, or misallocations in current spending before lawmakers approve next year's fiscal framework. Budget watchdog groups and fiscal analysts have in the past emphasized the importance of such oversight mechanisms for ensuring public funds are spent effectively and transparently.

It remains unclear whether the committee will be activated before the 2027 budget receives final congressional approval.
