MANILA — Civil society budget monitors have cautioned that the proposed P7.2-trillion national government expenditure for 2027 faces significant risk of political manipulation ahead of the 2028 general elections.
The People's Budget Coalition and other watchdog groups have identified billions of pesos in discretionary and localized projects that could potentially be redirected toward patronage spending rather than productive investments. Kenneth Abante, coconvener of the coalition, stressed that such pressure comes at a time when the government faces shrinking fiscal space and mounting concerns over debt sustainability.
Budget advocates have called on Congress to exercise restraint and ensure that appropriations prioritize long-term development needs over short-term political considerations.
