The Cabinet is reviewing proposals developed by a committee chaired by retired Supreme Court judge Sithambarampillai Thurairaja to create a structured approach to presidential pardons, Justice and National Integration Minister Harshana Nanayakkara said.

The recommendations are intended to introduce fairness and transparency into the clemency process, which currently lacks standardized criteria for evaluating pardon applications from convicted prisoners.

Minister Nanayakkara, an attorney-at-law, did not specify a timeline for Cabinet consideration of the committee's findings or indicate whether legislative changes would be required to implement the proposed framework.

The establishment of systematic procedures for presidential pardons has long been viewed as necessary to ensure consistency in how such decisions are made and to provide imprisoned individuals with clear standards against which their applications might be assessed.

The initiative represents part of broader government efforts to strengthen institutional frameworks within the justice system and enhance public confidence in decision-making processes affecting prisoner welfare.
