The practice effectively locked candidates into the scheme, preventing them from backing out or reporting the matter to authorities. The investigation underscores growing concerns about merit-based recruitment processes in India's civil service examinations, where financial inducements have allegedly replaced transparent selection procedures. The ED's probe is continuing to identify all accused parties involved in the scheme and trace the proceeds of corruption.
