Cayetano slams PRA for inconsistent enforcement of reclamation project rules

MANILA — Senator Alan Peter Cayetano on Wednesday raised concerns about the Philippine Reclamation Authority's enforcement of regulations governing land reclamation projects, alleging the agency applies its rules inconsistently across different developments.
Cayetano highlighted what he characterized as a disparity in PRA oversight, noting that a cease-and-desist order was issued against a reclamation project in Taguig while similar action was not taken against the Laguna Lake Shore Road Network project despite comparable scope and scale.
"This selective justice in applying reclamation rules undermines public trust in the regulatory process," Cayetano stated. He called for the PRA to clarify its enforcement criteria and ensure uniform application of standards across all ongoing and planned projects.
The senator's remarks come as several major infrastructure initiatives continue across the Metropolitan Manila area. Cayetano said he would seek a formal explanation from PRA leadership regarding the differing treatment of reclamation projects and request transparency in how the agency determines which developments warrant enforcement actions.
The Philippine Reclamation Authority has not yet responded to the senator's accusations.
