Centre amends Census rules to include private tutors, clerical staff

The Union Government has amended rules governing Census operations to allow private school teachers and clerical staff to undertake enumeration duties, according to notifications issued by the Ministry of Home Affairs.

Under the revised framework, state and Union territory administrations now have the discretion to engage private tutors alongside regular government employees for Census fieldwork. The amendment expands the eligible workforce to include other suitable persons appointed by regional authorities to assist in enumeration activities.

The measure aims to address potential resource constraints during Census operations by tapping into a broader talent pool beyond conventional government employment structures. Officials suggested the changes would help streamline the recruitment process and ensure adequate personnel for the time-sensitive survey work.

The Census, conducted every decade, requires extensive field operations across the country to enumerate the population and collect demographic data. By permitting flexibility in workforce deployment, the amended rules provide state governments greater autonomy in managing their enumeration operations and responding to local administrative needs.
