Centre clarifies October 10 Delhi curbs were not wilful defiance of court

The central government has moved to clarify its position before the Supreme Court regarding restrictions imposed in Delhi on October 10, stating that the curbs were intended to preserve public order rather than represent wilful defiance of court directives. Union Home Secretary Govind Mohan submitted the government's response to address concerns raised by the apex court over the implementation of the restrictions. According to the government's submission, the internet shutdown was geographically limited to a 4-kilometre radius centred on Raisina Hill, the seat of India's government, and remained in effect for a 24-hour period. The government's clarification appears aimed at addressing judicial scrutiny regarding the proportionality and necessity of the measures undertaken on the date in question. The Home Secretary's statement emphasizes that the restrictions were a calibrated response to specific circumstances rather than a broader assertion of executive authority.
