The Ministry of Personnel and Public Grievances has issued updated instructions governing Unified Pension Scheme (UPS) contributions for central government employees in various employment situations, including those on suspension or authorized leave.
The clarification covers multiple scenarios affecting contribution obligations and entitlements under the scheme, which was rolled out earlier this year as a reform to the National Pension System. The guidelines specify how contributions should be handled when employee salaries are interrupted due to disciplinary action or approved absences from duty.
Among the key provisions, the instructions address the processing of delayed or missed contributions, procedures for restoring investment units that may have been affected, and mechanisms for determining which authority processes retirement benefits for employees currently on deputation to other organizations or entities.
The directive aims to remove ambiguity in implementing UPS rules across diverse employment circumstances. Officials noted that the guidelines ensure consistent application of pension scheme provisions while protecting employee interests during periods of suspension, leave, or temporary posting outside their parent ministry.
The government has indicated that all departments and ministries should implement these clarified norms uniformly to prevent discrepancies in contribution collection and benefit calculations under the new pension framework.
