CHEd to Review Campus Speech and Assembly Guidelines

The Commission on Higher Education (CHEd) is undertaking a review of its guidelines on freedom of speech and freedom of assembly in Philippine universities, according to CHEd Chairperson Shirley Agrupis.

Agrupis made the announcement during budget hearings before the House Committee on Appropriations, where Akbayan Representative Chel Diokno raised concerns about student complaints related to restrictions on these fundamental freedoms.

The review reflects growing scrutiny over how educational institutions balance campus security and order with students' constitutional rights to express themselves and organize collective activities. University administrators have faced increasing pressure to clarify policies that govern student protests, demonstrations, and other forms of public expression on campus grounds.
