China's Aging Crisis Deepens as Elderly Outnumber Children

China has crossed a critical demographic threshold, with its elderly dependency ratio reaching 23 percent in 2025, surpassing the child dependency ratio of 22 percent for the first time. The milestone underscores the profound structural changes reshaping the nation's population and economy after three decades of restrictive reproductive policies.

The reversal reflects the cumulative impact of the one-child policy, which remained in force from 1979 to 2015, combined with sustained low fertility rates in subsequent years. Fewer births and a rising elderly population have created an inverted demographic pyramid, fundamentally altering the balance between economically productive workers and dependants requiring care and social support.

The shift carries significant implications for China's economic trajectory and social systems. A shrinking working-age population must shoulder growing pension, healthcare, and elderly care obligations, potentially straining government budgets and dampening economic growth. The imbalance also threatens household finances, as families bear increasing responsibility for aging parents without the traditional large sibling networks that once distributed caregiving burdens.

Policymakers have sought to reverse the demographic decline through various measures, including relaxing birth restrictions and offering incentives for larger families. However, experts warn that reversing entrenched fertility patterns takes time, and the elderly population will continue expanding even if birth rates recover, intensifying pressure on social welfare systems in the years ahead.
