China's bear market: a 4.5% economy, a 20% slump

China's CSI 300 has fallen 20.2% from its June peak into a bear market, days after a 4.5% GDP beat. Lopsided growth, fading stimulus hopes, the AI sell-off and a hesitant National Team explain the paradox, while parts of Southeast Asia held up.

China's bear market: a 4.5% economy, a 20% slump

Twenty point two percent. That is how far China's blue-chip CSI 300 index now sits below its June peak, after closing down 1.8% at 4,036.30 on Thursday, 22 October, Reuters reports. A fall of more than 20% is the usual definition of a bear market, and it comes just days after Beijing reported third-quarter growth that beat forecasts. The world's second-largest economy is growing faster, while its stock market slides.

The numbers behind the slump

The CSI 300's close was its lowest level since July last year. CNBC, citing LSEG data, reports ten straight weeks of declines, and Bloomberg estimates Chinese stocks have lost about $2.4 trillion of value since their peak. The pain is sharpest in technology. Shanghai's STAR Market, home to China's AI and chip leaders, is down 40% from its July highs. On Thursday alone, the CSI Semiconductor index lost 3.6%, and the start-up ChiNext Composite fell 4.4%.

Hong Kong was hit harder still. The Hang Seng fell 3% to a four-month low, and the Hang Seng Tech index slid 5%, to a two-year low. Alibaba dropped more than 6%.

A 4.5% economy, a falling market

On Monday, 19 October, Beijing reported third-quarter growth of 4.5%, beating forecasts, and industrial output grew 5.5% in September. Investors sold anyway, because the growth is lopsided. It is driven by exports and factories, while consumers keep a tight grip on their wallets. Retail sales rose just 1.1% in September, and property investment fell more than 20% in the first nine months. Traders and analysts told Reuters that the stronger growth figure has reduced expectations of fresh stimulus, turning good news for the economy into bad news for the market.

Three more pressures added to the selling. The first was the AI trade: a tech sell-off across Asia, after mixed results from Meta and Tesla in the United States, hit Chinese chip and AI stocks hard. The second was tax. Hao Hong of Lotus Asset Management pointed to Beijing's campaign to collect income tax on offshore trusts, a popular structure among shareholders of Hong Kong-listed Chinese companies. Thursday, he said, was the last day to file, and founders had been selling shares to raise cash. The third was the state's own hesitation. "The National Team has been rather hesitant to make a move," Hong said, referring to the state-backed funds that often buy during sell-offs. His summary was blunt: "The market is in the dump."

Beijing's response, and the case for a bottom

Beijing has not been silent. On 19 October, securities regulator chairman Wu Qing pledged to attract fresh funds, approve new exchange-traded funds and encourage share buybacks. Last week, Bloomberg reported that regulators had urged the National Team to speed up purchases, and one fund tracking the CSI 300 recorded a record daily inflow of 18.8 billion yuan. None of it has stopped the slide.

Some investors think the worst may be close. Zeng Wenkai of Shengqi Capital said such a sharp fall is "very rare" for a market leader like Tencent, and called it "likely the last of the panic selling," adding that "such painful wounds will take time to heal." Shaun Rein of China Market Research Group told CNBC: "It's a crisis of confidence right now, not a crisis in the economy." HSBC data cited by CNBC show retail investors drive about 90% of daily trading in China, so confidence can swing fast.

Across the region, the picture was split. On the same day, Seoul's Kospi fell 3.52% and Tokyo's Nikkei 2.65% as chip shares slumped. Brent crude climbed to about $112 a barrel, a five-month high, Reuters reports, after Houthi attacks in Saudi Arabia. Parts of Southeast Asia, far less exposed to the AI trade, held up: Vietnam's VN-Index rose about 1.25%, and Jakarta about 1%.

Our read

China's market is pricing a simple fear: that Beijing will let exports carry the economy, and leave households and shareholders to fend for themselves. State buying can slow a fall, but it cannot create earnings or consumer confidence. China's bear market is not a verdict on its growth; it is a verdict on who that growth is for. Until Beijing puts money in consumers' pockets, not just in factories' order books, rallies are likely to be bought by the state and sold by everyone else.

What to watch next: whether the National Team steps up its buying, any new support for consumers, and next week's results from Microsoft, Amazon and Alphabet, which will steer the AI trade across Asia. For Asian investors, the lesson is that in this market, a strong GDP number is no longer a buy signal.
