Citigroup has been fined £8 million by the Financial Conduct Authority (FCA) for failing to adequately implement sanctions measures against Russia. The breaches centred on the bank's failure to properly screen transactions and freeze assets connected to sanctioned Russian entities and individuals during the critical period following the invasion in February 2022.

The FCA found that Citigroup's deficiencies extended to its compliance systems, which did not sufficiently identify and block transactions related to sanctioned parties. Most of the violations clustered in the months immediately after Russia's offensive, when international financial institutions faced heightened pressure to rapidly align operations with emergency sanctions regimes.

The penalty reflects Britain's commitment to enforcing strict compliance with Russian sanctions across its financial sector. Regulators have indicated that all firms operating in UK markets must maintain robust sanctions frameworks to prevent financial flows to designated entities.

Citigroup is among several major international banks that have faced regulatory action for sanctions-related failures. The bank has stated it has since strengthened its compliance infrastructure and cooperation with regulatory authorities.
