Civil groups push Perak to set 18-year age floor for marriage incentive scheme

Civil society groups have called on the Perak government to implement strict age requirements for marriage incentive schemes, expressing concern that vaguely worded policies could create unintended consequences for vulnerable populations.

Sangetha, an advocacy organisation focused on social welfare issues, has specifically warned that without explicit age thresholds set at 18 years and above, such programmes risk being exploited or applied inconsistently across different demographic groups. The concern centres on whether lower-income families would have equitable access to any financial benefits or support mechanisms offered through the scheme.

The push comes as states increasingly explore incentive-based policies to encourage certain social outcomes. Perak's government has signalled interest in introducing marriage-related incentive programmes aimed at younger residents, though details of the proposal remain limited.

Advocacy groups have stressed the importance of transparent, clearly defined eligibility criteria to ensure such policies do not inadvertently create disparities or encourage early marriages among vulnerable youth. They have recommended that any state programme align with Malaysia's legal framework governing marriage age and prioritise the protection of minors.
