South Eastern Coalfields Limited (SECL), a key production arm of Coal India Limited (CIL), has formally initiated its initial public offering process with the filing of a draft red herring prospectus with the Securities and Exchange Board of India (Sebi). The proposed offering is valued at approximately $800 million, marking a significant step towards bringing one of India's largest coal producers to public markets.
According to the draft prospectus filed with Sebi, the IPO will consist entirely of secondary share sales by the parent company Coal India. No fresh shares will be issued as part of the public offering, meaning the capital raised will represent a partial divestment of CIL's stake in its subsidiary rather than new fundraising for SECL's operations.
South Eastern Coalfields operates coal mines across central India and is among Coal India's largest regional subsidiaries by production volumes. The listing is expected to enhance the company's visibility among institutional and retail investors while providing liquidity to the parent Coal India amid the government's broader disinvestment agenda.
The move comes as India seeks to bolster coal sector transparency and efficiency through market listing mechanisms. Once Sebi approves the draft prospectus, SECL will move toward filing its final prospectus and determining the offer timeline with merchant bankers managing the transaction.
