Costa Rica's formal application to join the Digital Economy Partnership Agreement (DEPA) marks the first expansion of the pact since its establishment by Singapore, New Zealand, and Chile. The Central American nation submitted its application in December 2022, signalling growing regional interest in the agreement.
The DEPA framework was designed to create a modern trading environment that addresses digital commerce challenges and facilitates seamless cross-border transactions. By joining, Costa Rica would become part of an initiative aimed at establishing common standards and reducing barriers to digital trade among member nations.
The addition of Costa Rica reflects the agreement's appeal beyond its founding members and demonstrates the appetite among developing and middle-income economies to participate in structured digital trade frameworks. The expansion could set a precedent for further growth of the pact across Asia-Pacific and Latin American regions.
As a member, Costa Rica would gain access to negotiated digital trade rules, potentially boosting its technology sector and e-commerce capabilities. The agreement covers areas including data flow, digital services, and consumer protection in online transactions, which align with Costa Rica's economic development priorities.
