Court e-Jamin system operated five years without formal government contract

A parliamentary oversight committee has found that the e-Jamin digital system, deployed across Malaysia's 192 courts, functioned for five years from 2020 without a formal government contract in place.

The Public Accounts Committee (PAC) revealed the administrative gap during its review of the case management system, which has become central to court operations nationwide. The e-Jamin platform, designed to streamline judicial processes and case filing, has been in continuous use despite the absence of a formal contractual framework between the government and its operators.

The committee's findings raise questions about oversight and accountability mechanisms during the system's extended operational period. Without a formal contract, the arrangement lacked clearly defined terms regarding service standards, liability, data security protocols, and financial obligations—standard provisions typically included in government procurement agreements.

The discovery underscores broader governance concerns within Malaysia's judicial administration. Officials have not yet announced whether a formal contract has since been executed or what steps are being taken to regularize the arrangement going forward.

The PAC, which scrutinizes government spending and administration, is expected to issue formal recommendations addressing the contractual irregularity and recommending measures to prevent similar lapses in future technology deployments across the public sector.
