The Department of Budget and Management has eliminated a procedural bottleneck that delayed salary and benefit disbursements to government employees. The streamlined process is expected to accelerate fund releases across all agencies.

MANILA — Government workers will receive their salaries, bonuses, and allowances more quickly following administrative reforms by the Department of Budget and Management.
DBM Secretary Kim Robert de Leon signed Circular Letter No. 2026-10, which removes the requirement for agencies to submit separate requests when seeking budget allocations to cover personnel-related deficiencies. The measure takes effect immediately and applies to all government offices nationwide.
Under the previous system, agencies faced delays as they navigated multiple approval layers to access funds for employee compensation. The DBM's decision to consolidate the application process eliminates redundant documentation and reduces processing time at the central budget office.
The circular letter reflects efforts to improve government efficiency and employee satisfaction. By reducing administrative friction, the DBM aims to ensure that salary payments and benefits reach workers without unnecessary delays, boosting government operations across the civil service.
Agencies have been instructed to comply with the new guidelines immediately. The DBM stated it will monitor implementation to ensure consistent application of the streamlined procedures.
