De Lima calls for stronger animal welfare laws after pet dumping case

MANILA – Representative Leila de Lima on Sunday urged lawmakers to enact stricter animal welfare legislation in response to the illegal dumping of dozens of pets discovered in Bulacan province. The animal welfare advocacy group Luna and Furry Siblings brought the case to public attention after documenting the remains of multiple dogs and cats that had been discarded, sparking outrage on social media.
De Lima, a member of the Liberal Party, argued that current national animal welfare laws lack sufficient teeth to deter such abusive practices and protect vulnerable animals from neglect and mistreatment. She highlighted the need for more robust legal frameworks that would impose meaningful penalties on those responsible for animal cruelty and abandonment.
The incident underscores persistent gaps in animal protection enforcement across the Philippines, where pet abandonment and inadequate welfare standards remain widespread concerns. Animal welfare advocates have long called for comprehensive legislation that addresses gaps in existing regulations and provides stronger mechanisms for prosecution and prevention.
The case comes amid growing public concern over animal welfare issues in the country, with social media campaigns increasingly bringing such cases to wider attention and pressuring authorities to take action against perpetrators of animal cruelty.
