Delhi High Court allows deleted voters to re-register through Form 6

The Delhi High Court has cleared the way for voters removed from electoral rolls to reclaim their voting rights through a simplified re-registration mechanism. The judgment addresses a significant issue affecting thousands of residents whose names were deleted after they did not submit the required enumeration forms during the Special Summary Revision (SIR) process.

In its ruling, the court determined that Form 6—the standard application for claiming omission from the voter roll—provides a sufficient and appropriate channel for such voters to seek restoration of their registration status. The decision comes at a time when Delhi's electoral authorities have faced criticism over the mass deletion of voter names during periodic revision exercises.

The court rejected arguments that allowing re-registration through Form 6 would open the door to fraudulent declarations. Judges noted that existing safeguards and verification procedures embedded in the electoral process are adequate to prevent misuse. The ruling underscores that procedural lapses—such as failure to complete enumeration forms—should not permanently disenfranchise eligible voters.

The judgment is expected to benefit a substantial number of Delhi residents who were purged from voter lists due to non-compliance with SIR documentation requirements. Electoral officials have been directed to process Form 6 applications from deleted voters through the standard scrutiny mechanisms without additional barriers. The High Court's decision reinforces the principle that electoral participation must be accessible to all eligible citizens.
