Delhi Police issued a no-objection certificate (NOC) to the Congress party for its scheduled rally at Ramleela Grounds on November 1, according to permissions granted on October 17. The clearance remains valid, police said, though it comes with an extensive list of conditions that organizers must adhere to.
The event must conclude by 5 p.m. sharp, with no extension permitted regardless of circumstances. Police have explicitly banned overnight stays at the venue, prohibitions that extend to any marches or processions outside the designated grounds. Additionally, inflammatory or provocative speeches are strictly forbidden during the gathering.
To ensure compliance and security, police have mandated that organizers install CCTV camera coverage throughout the venue and establish a dedicated control room for real-time monitoring. The Congress party must also arrange adequate drinking water facilities, functional sanitation arrangements, and deploy trained volunteers to maintain order and assist attendees during the event.
The conditions reflect police efforts to balance the party's right to hold a public rally with security and civic management concerns in the capital. Previous large gatherings in Delhi have required similar operational frameworks to manage crowd control and prevent disruptions.
