Delhi pollution curbs set to affect commuters from NCR region
Restrictions on vehicle movement in Delhi under the Graded Response Action Plan will extend to commuters travelling from neighbouring NCR cities, with rules varying by pollution stage and vehicle specifications.

Delhi's vehicle restriction measures, implemented under the Graded Response Action Plan (GRAP) framework, will impact not only residents but also commuters and commercial vehicles entering the capital from National Capital Region (NCR) districts during high pollution episodes.
The scope and severity of these restrictions will be determined by the GRAP stage currently in force, ranging from Stage 1 (early action) through Stage 4 (emergency measures). Each escalation triggers progressively stricter curbs on vehicle movement based on multiple parameters.
Vehicles entering Delhi from NCR cities will face restrictions based on their fuel type, emission standard classification, and age. Diesel vehicles, particularly older models not meeting modern emission norms, typically face the most stringent restrictions. Similarly, commercial vehicles and two-wheelers are subject to stage-specific limitations designed to reduce air pollution during critical periods.
Authorities issue specific directions for each GRAP stage, which determine which vehicle categories can operate and during which hours. Commuters from neighbouring cities such as Noida, Ghaziabad, and Gurugram should check the current advisory before planning their travel to Delhi, as restrictions can change rapidly depending on air quality indices.
The measure reflects efforts to control Delhi's seasonal air quality crisis by regulating vehicular emissions, one of the key pollution contributors during winter months when atmospheric conditions trap pollutants over the region.
