Delhi's pollution curbs threaten livelihoods of construction workers

Delhi authorities have imposed sweeping restrictions on construction work to mitigate severe winter air pollution, including curbs on dust-generating activities meant to reduce particulate matter in the atmosphere. The measures represent a significant step toward addressing the capital's seasonal air quality crisis, which reaches hazardous levels annually between November and January.

However, the restrictions have cast a shadow over the livelihoods of hundreds of thousands of construction workers whose daily wages depend entirely on active building sites. Many labourers in Delhi's informal construction sector lack formal employment contracts or social safety nets, making them vulnerable to sudden income loss when work halts.

Government officials have justified the pollution controls as essential public health measures, citing documented links between construction dust and respiratory illnesses across the city. Yet the tension between environmental protection and worker welfare remains unresolved, with limited provisions announced to support those whose income will be disrupted during the restriction periods.

Labour organisations have appealed to authorities to develop comprehensive mitigation strategies, including temporary income support schemes or accelerated work schedules during permitted periods. The challenge facing policymakers is substantial: crafting pollution controls that protect public health while ensuring construction workers do not bear a disproportionate economic burden.
