MANILA — The Department of Environment and Natural Resources (DENR) on Wednesday disclosed that critical documentation for the ambitious Pax Silica initiative remains incomplete, including a detailed project description, specific site location, and required environmental impact assessment.
The admission raises concerns about the pace at which the government is advancing the proposed artificial intelligence and advanced manufacturing hub, a cornerstone of President Ferdinand Marcos Jr.'s economic development strategy.
The Pax Silica initiative, intended to position the Philippines as a regional technology hub, has been promoted as a key investment opportunity. However, environmental regulatory requirements typically precede or run parallel to major infrastructure projects.
The DENR's acknowledgment suggests that foundational planning elements remain unresolved despite the government's stated commitment to accelerating the project. Environmental assessments are mandatory for large-scale industrial developments in the Philippines and must identify potential ecological impacts and mitigation measures.
