MANILA—The Department of Environment and Natural Resources (DENR) is pressing for stricter waste management protocols as the southwest monsoon, locally known as habagat, continues its seasonal pattern into September, citing the critical role of waste disposal in flood mitigation.
Environment Secretary Juan Lopez stressed that while the habagat represents a natural meteorological phenomenon beyond human control, the accumulation of garbage in waterways remains a preventable problem that amplifies flooding risks during the monsoon season.
The DENR's appeal underscores the intersection between environmental management and disaster risk reduction, as debris-laden waterways have repeatedly hindered natural water flow and drainage capacity during heavy rains. Officials warned that inadequate waste control could transform manageable monsoon flooding into more severe inundation events affecting communities across the archipelago.
The department's directive targets both municipal waste management authorities and households, emphasizing the importance of proper garbage disposal and the prevention of waste from entering drainage systems and rivers during the monsoon months.
