MANILA – The Department of Education's proposed budget for 2027 is drawing scrutiny from watchdog groups who argue the consolidation of spending categories could concentrate decision-making power at central levels and limit accountability.
The Amplify Education Budget Initiative raised the alarm on Monday, noting that several distinct line items in DepEd's spending plan have been merged into broader allocations. Among the consolidated categories are voucher programs and school facilities funding, which previously maintained separate budget lines.
"The trend toward discretionary, centrally pooled budgeting could undermine the specificity needed to ensure resources reach their intended programs," the watchdog group warned in a statement. The consolidation approach grants administrators greater flexibility in fund distribution but potentially reduces parliamentary oversight and public tracking of how money is allocated across different education priorities.
Education sector advocates have long emphasized the importance of itemized budgets that clearly delineate spending on infrastructure, teacher support, and student assistance programs. Consolidated budgets, they argue, can obscure whether critical areas receive adequate resources and make it harder to measure program effectiveness.
The budget watchdog's concerns add to ongoing debate over education financing as the Philippines seeks to improve learning outcomes and address longstanding gaps in school infrastructure and teacher compensation.
