Doctors with Disabilities: Agents of Change has submitted a formal request to classify augmentative and alternative communication (AAC) devices and prostheses as essential assistive products under the draft Rights of Persons with Disabilities (Amendment) Rules, 2026. The advocacy group warned that the current classification framework risks creating regulatory ambiguity that could negatively impact both insurance coverage and access to public financing schemes for these vital aids.
AAC devices enable individuals with speech and mobility impairments to communicate effectively, while prostheses provide essential mobility support for persons with limb loss or dysfunction. Without explicit classification as essential products, beneficiaries may face inconsistent access to these devices across different states and insurance schemes, the group cautioned.
The submission highlights growing concerns among disability rights advocates that the proposed amendments must provide clear definitional frameworks to ensure equitable access to assistive technologies. Classification as essential products would strengthen the legal basis for insurance reimbursement and ensure consistent public funding allocations across India's diverse healthcare and social security systems.
The draft rules represent a significant opportunity to strengthen protections and entitlements for persons with disabilities, particularly in securing access to life-enabling assistive devices. The government is expected to review stakeholder submissions during the consultation period before finalizing the amendment rules.
