DOLE issues wage guidelines for ASEAN Summit holiday period
The Department of Labor and Employment has reminded Philippine employers to comply with mandatory wage rules during special non-working days from November 16-18, declared to mark the country's hosting of the 49th ASEAN Summit and Related Summits.

The Department of Labor and Employment (DOLE) on Friday issued Labor Advisory No. 16, clarifying compensation requirements for workers during the three-day holiday period coinciding with the regional summit. The advisory underscores employer obligations to ensure proper payment for employees who do not report to work on the designated dates.
Employers are reminded that workers who remain off-duty during November 16-18 must receive appropriate holiday pay in accordance with Philippine labor standards. The guidelines specify that employees entitled to special non-working day benefits should receive compensation equivalent to their regular daily wage.
The DOLE directive aims to prevent disputes and ensure uniform compliance across the National Capital Region and key business districts where summit-related activities will take place. The advisory applies to both public and private sector employers, with the labor department urging swift adherence to avoid potential violations and penalties.
Companies requiring further clarification on compensation calculations or other wage-related concerns during the summit period are directed to coordinate with their respective DOLE regional offices. The department emphasized that non-compliance could result in administrative sanctions under the Labor Code.
