MANILA — The Department of Labor and Employment (Dole) has released comprehensive pay guidelines for workers affected by November's non-working days and holidays, providing clarity on compensation entitlements for both private and public sector employees.
Under Proclamation No. 1006, November 1 and 2 have been declared as special non-working days to coincide with All Saints' Day and All Souls' Day observances. The proclamation establishes the framework for how employers must compensate workers required to report for duty during these periods.
The Dole guidelines specify compensation rates for employees who work on the designated non-working days, with rates varying depending on whether workers are contractual, regular, or in other employment categories. Employees who do not work during these days are generally entitled to their regular daily wage unless otherwise covered by collective bargaining agreements or company policies.
Employers are advised to review the detailed guidelines to ensure compliance with labor standards. Workers uncertain about their entitlements are encouraged to contact their human resources departments or the nearest Dole regional office for clarification on how the pay rules apply to their specific circumstances.
