Dong Nai province is undertaking a strategic recalibration of its approach to foreign direct investment, focusing on attracting higher-value projects that emphasize technological innovation and advanced manufacturing. The new framework emphasizes comprehensive project lifecycle management, from initial planning through completion and operation, to ensure quality over quantity in capital inflows.

The province's pivot reflects broader national objectives outlined in Politburo Resolution No. 10-NQ/TW, which sets policy direction for developing Vietnam's foreign-invested economic sector. Rather than competing solely on labor costs and land availability, Dong Nai is positioning itself as a destination for sophisticated enterprises seeking advanced infrastructure and skilled workforces.

To support this transformation, provincial leadership has launched major infrastructure initiatives, including a 4.3 billion USD investment program targeting key transportation links. These projects include accelerated site clearance for metro extension connections to Long Thanh Airport, positioning the province as a modern logistics hub capable of serving regional and global supply chains.

Local officials have called for a fundamental shift in the development model, moving Dong Nai beyond its established role as a traditional industrial center. The strategy aims to create a competitive advantage by combining modern infrastructure, technological capacity, and strategic location advantages to attract multinational companies in higher-value sectors.
