E-scooter ban remains as Malaysia studies regulatory framework

KUALA LUMPUR — E-scooters and similar micromobility vehicles will continue to face a blanket ban on Malaysian public roads as authorities work toward developing a comprehensive regulatory framework for the emerging transport segment.

The Ministry of Transport said existing restrictions on the devices remain in place pending outcomes from controlled pilot programmes being conducted in designated areas. These trials are generating critical data on user behaviour, safety implications, and infrastructure requirements that will guide future policymaking.

The government's measured approach reflects the need to balance innovation in urban mobility with public safety concerns. Authorities have emphasized that any relaxation of current restrictions will be contingent on evidence from the trials and consultation with relevant stakeholders including local authorities, enforcement agencies, and community representatives.

Malaysia joins several other regional jurisdictions grappling with how to regulate micromobility devices as their popularity grows among urban commuters. The trials are expected to yield recommendations on potential licensing frameworks, designated riding zones, and safety standards that could shape legislation in coming months.
