The Second Congressional Commission on Education has urged the Department of Education to bolster early childhood and primary curricula to tackle rising numbers of struggling readers entering Grade 1.

MANILA — The Second Congressional Commission on Education (Edcom 2) has recommended strengthening early childhood and primary education programs to address an emerging literacy crisis among Grade 1 students nationwide.
The commission's call comes following preliminary findings from the Department of Education's Comprehensive Rapid Literacy Assessment, which revealed a concerning proportion of first-grade pupils struggling with foundational reading skills. The data prompted Edcom 2 to shift focus toward preventive measures that could be implemented before students enter formal primary education.
Education officials have acknowledged that early intervention during kindergarten and pre-school years represents a critical window for building literacy foundations. By identifying and supporting at-risk learners before they advance to Grade 1, the commission believes schools can prevent reading deficiencies from compounding in later years.
The recommendations suggest curriculum reforms should emphasize phonemic awareness, letter recognition, and foundational language skills during early childhood education. Edcom 2 emphasized that targeted support during these formative years could reduce the number of struggling readers and improve overall educational outcomes.
The Department of Education is expected to review the commission's findings and determine implementation timelines for curriculum adjustments across the country's early childhood education system.
