TACLOBAN CITY — Legal scholars and bar association officials from Eastern Visayas have called on the Senate impeachment court to lower the voting threshold for the Vice President Sara Duterte trial to 14 votes, departing from the previously established 16-vote requirement.
In a letter submitted September 17, a delegation comprising law professors, former law deans, and current and former Integrated Bar of the Philippines (IBP) presidents argued that the reduced threshold more accurately reflects the Constitution's impeachment provisions and historical precedent in Philippine jurisprudence.
The petition represents a significant intervention by the legal community in Eastern Visayas, a region with substantial stake in the proceeding given Duterte's prominence in Mindanao politics.
